About your organization / profile

I established my company, JOİNES Training, Certification, Consulting and Engineering, on September 24, 2024, in Ankara. As an industrial engineer with many years of experience in the field, I decided to utilize the knowledge and expertise I have gained over the years to help develop human resources for both individuals and institutions through my own organization.

In particular, I aim to conduct psychotechnical evaluations for employees working in railway/urban rail systems and for individuals who wish to work in the railway sector. Based on the evaluation results, I will prepare reports that contribute to railway safety, safe driving, and the development and improvement of human capital in the industry.

As is well known, psychotechnical evaluation reports are mandatory for individuals currently working in, or planning to work in, the railway sector according to the legal regulations of the Ministry of Transport and Infrastructure (Directorate General of Regulation) and TCDD (Turkish State Railways). These reports are critical both for individual safety and for occupational health and safety (OHS) measures, and are essential for ensuring safe driving practices.

As you're aware, railway transportation is an environmentally friendly, green mode of transport. It reduces carbon emissions, allows the transportation of large volumes at once, is safe, and is sensitive to the environment. In this mode of transportation, the competence of human resources is of utmost importance for achieving zero accidents and safe delivery. At this point, certification of railway personnel is crucial both for compliance with EU legislation and with Turkish national regulations. As railway investments continue to grow in our country and new lines are opened, the need for qualified personnel is also increasing.

Currently, psychotechnical evaluation reports in the railway sector are only issued by an institution affiliated with TCDD, and not by private enterprises. My goal is to invest in human capital, which is vitally important for railway safety, by conducting psychotechnical assessments of railway personnel and to raise awareness in this field as a private entrepreneur.

With this newly established initiative, I intend to purchase the necessary software and equipment to carry out these tests and to establish my psychotechnical assessment center. My center will be designed in accordance with the relevant regulations mentioned above and will be authorized by the Ministry of Health of the Republic of Türkiye.

To achieve this, I plan to:

Rent an office and design it in compliance with the legislation,
Purchase the necessary railway-specific psychotechnical software and test batteries,
Recruit qualified personnel.

However, I am currently in need of financial support to implement these plans.

When we look at today’s business world, we see that in addition to companies' capital, customer portfolios, strategic partnerships, brand values, extensive service networks, and technological innovations, there is another asset they are even more aware of: Human Resources.

Thanks to the Vocational Qualification System being established in our country in line with global trends, many occupational standards and qualifications are being developed. Through specific assessment methods, it is determined whether individuals meet these criteria, ensuring the employment of suitable personnel.

A National Qualification is the set of knowledge, skills, and competencies that an individual must possess, identified through evaluations conducted by authorized certification bodies and approved by the Vocational Qualifications Authority (VQA), and placed within the national qualification framework.

In the railway sector, which closely follows the developments in the National Vocational Qualification System, a total of 18 occupational standards and qualifications have been prepared and published. In this way, occupational standards and vocational qualifications that are compatible with the European Qualifications Framework (EQF) will be developed for the railway sector, strengthening the link between education and employment and promoting lifelong learning within the sector.

In addition, for us railway workers, another crucial criterion for both new entrants and current employees in the sector is the "Psychotechnical Evaluation Qualification."
